Monitoring of commodity and financial operations is a special regime of participation of the AICAC in fulfillment of the commodity-material or financial liability, emerging from the contract, by a corresponding party in favor of the contractor. Monitoring assumes the participation of the AICAC in a commodity or financial operation as the inspector, attorney or the auditor. Monitoring is usually implemented by the AICAC on the basis of the initiative of the party to the contract expecting for a commodity-material or financial liability to be fulfilled by its contractor, provided that the contract concluded between the indicated parties does not include the obligation of the parties to reject involving the third parties to execution of the contract. In case of the accredited monitoring any party to the contract or both of its parties can act as initiators of involving the AICAC to the procedure of fulfillment of material-commodity or financial liabilities. The monitoring assumes that the interested party or both parties to the contract delegate the power (to the AICAC) to represent interests of the indicated persons in the process of implementation of commodity-material or financial operations emerging from the corresponding commercial contract.
